With the rapid increase of population and the quick development of social economy, the water resources situation in our country has changed tremendously. The contradiction of water resources supply and demand is becoming more and more obvious, and the area of water shortage is expanding, and the degree of water shortage is aggravating. Water shortage has become the most serious problem that hinders economic development in many regions, and directly affects the sustainable development of our social economy. Therefore, the problem of the optimal allocation of water resources is put forward. Based on the literature review of the related researches domestic and abroad, analyzing thoroughly the impact factors of the water resources optimal allocation, multi-objects models of large scale system for optimal allocation of water resources is established, then take Hengshui, one of the water shortage regions in China as an application case. For given the optimize result an effective assessment, the concept of"green GDP"is introduced, the integrated accounting system is established. The main contents of this dissertation are as following:1. Summarized the research background, significance, research state of domestic and abroad, insufficiency and perspective studies in the future of water resources optimal allocation.2. Particularly introduced the basic theory of water resources optimal allocation, established the multi-objects models of large scale system for water resources.3. Analyzed the condition of water supply and demand in Hengshui, forecasting the state in 2010 and 2020, and then put the industry and agriculture water resources optimal models into use.4. Estimated the result of optimal allocation of water resources, established"green GDP"accounting system which is based on water resources.5. Finally, the optimal allocation water resources results are summarized and the perspective studies in the future are put forward.
