Located in midstream of ZhangHe River, Yuecheng reservoir is the state Big (I) type reservoir, and is responsible for safety of flood control in huge area such as plain area in Hebei, Henan, Shangdong proviences, railway from Beijing to Guangzhou and Beijing to Jiujiang, expressway from Beijing to Zhuhai, national highway 107, 106, 105 and the city of Handang, Anyang, Puyang, Dezhou. Flooded area downstream of the reservoir belongs to plain area with complicated convergence of main and side streams in the river network. And the boundary condition is various. Lower reach of ZhangHe River belongs to the constructive channel which is wide and shallow. Channel of main stream oscillates well which has the character of wandering river. And most of the river channel is higher than the ground beside. Flooding may cause the channel realignment of ZhangHe River. Therefore it is very important for the location and the flood control mission of Yuecheng reservoir.According to the flood standard of Yuecheng reservoir replied by the Ministry of Water Resources in 1992 which will be executed on the standard of two thousand-year frequency flood in extreme time, while there is a flood bigger than that of two thousand-year frequency flood, the extreme measure of exploding No. 2 subdam will be executed to ensure the safety of main constructions. But this extreme measure involves many factors and the influenced area is large. Safety of the dam will not be guaranteed and the result will be very serious. So based on the new flood control standard and dispatch, it is necessary to analyze the influence on downstream and the feasibility when the reservoir encounters severe flood exceeding the standard.Based on the actuality of Yuecheng reservoir, flood control standard, engineering design norms and dispatch schemes, the existing flood control standard of Yecheng reservoir is analyzed and proofread. According to the storage routing of Yecheng reservoir under different frequency of design flood and combining the research and analysis of several dam-break models in and out of China, the exploding model of Yuecheng reservoir is established.
