with the wide spread application of the disturbing loads, the effect on network brought by the emissions of current pollution problems become serious. Assessment of influences of load's disturbing property and emission right (ER) problems is imperative in the power market. In this paper, load property evaluation by economic assessment methods is presented. AHP is used to calculate weights of load's indexes and GRA is used to get relevancy between each load and standard load, which can assess load's property. About the emissions of current pollution, optimal gross ER control and initial allocation of ER is analyzed part of game theory and the uniform-price sealed auction method. Then optimal pollution gross and initial allocation that can satisfy Maximizing Benefit and Pareto Optimality, Maximizing Society Benefit comes true. The result is meaningful to the evaluation of power quality (PQ) and the foundation of PQ market.
