Study On Safety Management Of Water Passenger Transport In Xiamen Port

In recent years, Korea "The Years" striked on the rocks and China’s chongqing ship "Oriental star" wheel capsized and sinked. Society is concerned about these things. There are intensive passenger transport route in Xiamen port. Each route is characterized with distinct characteristics. Each route has different risk factors. There is high risk in ship navigation. Water navigation environment of Xiamen port is complex. From the point of view of the water transportation safety supervisor, the article uses public management theories to study the safety management of water passenger transport in Xiamen Port to improve the level of safety management of water transport.The auther read a large number of relevant literatures about the safety mana-gement of passenger transport, and consulted the government and the relevant fun-ctional departments of the documents, work ledger. Combined with the currentsitu-ation of the safety management of water passenger transport in Xiamen, the article finds out the problems existing in the safety management of water transport in Xi-amen port and the reasons with safety cause analysis method in water. Through the analysis of security management theory, public choice theory and new public service theory, the article points out the countermeasures and suggestions to streng-then management. They are as follows:1. Further standardize the safety managem-ent of the shipping company, the passenger ship and the crew.2. Specificate ferry management to promote the old ferry ship out of the update.3. Improve the level of maritime services in multi position to eliminate illegal transportation.4. Strengt-hen cross-strait cooperation to make special supervision mode in the key routes. It is hoped that these countermeasures and suggestions will create exchanges across the TaiwanStrait-"golden path", maintain the security situation in the area sustained and stable, provid protection for the economic development of Xiamen, both sides of the serv-ice communication, service Fujian FTA construction services.
