With the fast develop of Chinese economy, the problem of resources and environments are more and more outstanding. It becomes a big challenge which Chinese modernization has to face. The industry boiler is a kind of important energy conversion equipment for industry and central heating in China. The cost of coal for industry boiler is hugeness. It occupies about third coal in our country. But, for most of boiler control systems in our country, their automated level and security are low. Their efficiency is commonly lower than the national standards. The worker's capability is different and the production manage level is low. They usually make the boilers work in a state of low efficiency and high polluted.The paper used the boiler control system of a big enterprise that had 10 steam boilers and several control stations. It designed an integration control system which is composed of locale control part, man-machine conversation part and communication manage part. The system selected PLC as local controller and used vanguard network technology to build a LAN for production manage. The system applied to the security and economic of local control and the production manage of the whole enterprise. Through improving manage to enhance control level and the boiler's production efficiency. The system was designed by the total in all thought. The whole system used the same configuration and program, the same data-base and communication. Every part is together in all. The design of the system is modularized and the system is completely opened. Each part can optimize alone but update the whole system. So the user's investment can be finely protected.The boiler water level is a very important control object for the steam boilers. The control of boiler water level is special because of its diversification characteristic. The human-simulated control system presented in this paper is different from the ordinary cascade control. Simulation and practice proved the algorithm has the excellences of simple configuration, legible physical signification and convenient use. It satisfied the technological requirement of scene production completely.
