Study On Management System Of The Yangtze Valley

A valley is a huge system made of nature, economy and society. To set up the unified management system by taking the valley as a unit and focusing on the comprehensive exploration of the water resourse is an efficient way to advance the valley sustainably. The Yangtze Valley, as a huge system, crossing East China, Mid-China and West China, relevant with 19 provinces, municipalities and autonomous regions, ocupies important position and functions greatly in the national economy development. It has great importance in theory and practice to set up the unified management system by taking the Yangtze valley as a unit, under the condition of coordinating development of different regions, aiming at optionizing every economy body's interest and maxizing the valley's whole interest in changing the present separate management stae of the valley, coordinating every economy body's interest, lessening the development gap between East China, Mid-China and West China and realising the valley's sustainable development.This paper centers its study on the management system of the Yangtze valley, with methods of comparison, static-dynamic analysis and positive-standard ananlysis,based on the relevant theoryies of Systematology and The New Institutional Economics. The paper first expounds the basic characteristics of a valley, the definition and organization of a valley management system and the basic principals which a valley management system should obey. The paper then reviews the history of the Yangtze valley management system evolution, analysizes why the present Yangtze valley management system comes out to be what it is, and evaluates objectively the effects and shortcomings of the present Yangtze valley management system. The paper finally introduces the successful experiences of the foreign valley management systems innovation and puts forward an innovative conception of the Yangtze valley unified management system after proving the necessity of reforming the present Yangtze valley management system. The paper tries to make innovation in two respects. First, in research content, different from most scholars who study the Yangtze valley management system only from one respect, the paper studies the comprehensive unified management system of the Yangtze vallley by regarding the Yangtze valley as a huge system from macro-management. Second, in research method, the paper proves what the Yangtze valley managemt system should be by using positive-standard ananlysis based on the relevant theoryies of Systematology and The New Institutional Economics, and then put forward innovative suggestions of layingdown the Yangtze valley administration law, setting up the Yangtze valley administration committee, establishing the mechanism of the region management obeying the valley management and organizing the advisory committee of the Yangtze valley comprehensiv exploration and control. The establishing of the Yangtze valley unified management system will break the present interest balance, thus a series of new institution arrangement to ensure the efficient operation of the Yangtze valley unified management system at micro-level needs further study.
