With the development of economy in our country, the demand for the electric power is becoming greater in all walks of life, and resulting in electric power supply shortages. Time-sharing accounting will be the trends of alleviating the imbalance between supply and demand and saving the energy sources. The mechanical watt-hour meter doesn't fit time-sharing accounting, so it becomes necessary to develop long-lived, time-sharing accounting and high-tech watt-hour meter.This paper puts forward the method to design an intelligent watt-hour meter based on Hall effect, analyses the principle of power measurement, designs time-sharing measurement module, long-distance communication module and digital display module, and develops hardware circuit and software of intelligent watt-hour meter. The results indicate: the intelligent watt-hour meter can accurately achieve the function of time-sharing accounting, the configuration of which is simple and performances of which is dependable. It is full of value of practicality and society.
