Water is an origin of life, is a material basis for human existence and social economic growth, and is the most important natural resources that can't be replaced. With the rapid development of economy all over the world, water resources, as the most important and special natural resources, is not only the vitals of industrial, agricultural and national economy, but also the significant restricted factor of sustainable development of society and economy. The main task of our country's hydraulic work presently is how to practice the optimized allocation of water resources, and improve the use efficiency, in order to realize the sustainable utilization of water resources, and help the sustainable development of society economy.The researchful area in this thesis—Jilin Province Siping City, as one of the important bases of commercial foodstuff in our country, has a terrible condition of water resources'serious scarcity and pollution, because of unapt management, the behindhand irrigation mode, the poor consciousness of saving water and environment, and so on. How to distribute the limited water resources reasonablely in this area to make the biggest general benefit is the key problem that should be researched urgently. So this thesis made a study aiming at the optimized allocation of Siping area as follows:The second and third sections analyzed the water resources'distribution in the area, the exploitation and utilization actuality, the statistic data of supplying and utilizing water past years, the actuality of supply engineering, and the water environment actuality, predicted the water demand in different programming years and different departments with ration method in this area. Based on these mentioned, this thesis made an analysis on the supply and demand balance calculation of water resources, and discovered that if the utilization size and mode of water resource go on with the same mode as present, and the lack of water resource in the future in this area will become more serious.The following section dissertated the main study contents, the meaning, and the basic principles of water optimized allocation. Based on it and the developing direction of the theory, the optimization model is given with multi-objection optimization planning method. Through figuring out the proportion of every parameter in the model with analytic hierarchy process (AHP) method, we can get the scheme optimized allocation.The study conclusion indicated that the study on the optimized allocation of water resources of Siping area will help find out it's the relation of water supply and demand, improve economy benefit and social benefit which has a practical meaning to realize the sustainable utilization of water resources, the sustainable development of economy, and ensuring the residents life for Siping area.
