Water is the natural elements of human survival and development, with the development of social and economic, human demand for water is increasing. China's renewable fresh water resources averages 2.8 trillion m3 a year, but the uneven distribution of water and land resources do not match. South of the Yangtze is abundant with water resources, Huaihe River and the north of is the serious shortage. In order to alleviate the pressure of water using in northern, China implemented a water diversion project. With the implementation of the project, the problem of reallocation water resources in the water supply must be solved. This article is to study the water district of Shahe channel in the South-to-North water diversion midline, and discussing the optimal allocation of water resources.Paper first discusses the basic principles of optimal allocation of water resources, including the content of optimal allocation of water resources, configurations, guidelines, allocation principles, and describes development of the optimal allocation of water resources and research model, to provide a theoretical basis.Analyzing the natural geographical, socio-economic situation, emphasizing the situation of shortage water in the water supply area, water supply from the River is demonstrated necessary. The frequency of the local river surface water and river water analysis, showing that the joint configuration between the midline water runoff with the local is showed have large potential benefits; the amount of available water resources is calculated under the different rates in different planning year. Using the index analysis method predicted the water demand for domestic, industrial, agricultural and ecological environment.With the features of the water supply targets for Shahe channel by the city and irrigation, water system is analyzed and generalized into many partitions. In this basis, using the minimum amount of shortage water to indirectly reflect the social objectives; using the direct benefits of water supply to show the goal of maximum economic efficiency, using the greatest water consumption of the regional ecological to show the environmental benefits, the multi-objective optimization model of water resources is established. On the basis situation of two planning year (2015, 2030) two guaranteed rate (P=50%, 75%) of the water supply and demand, the model parameters is studied out. Introducing the implementation techniques of GA and the steps overall system optimization algorithm based on GA, and used to solve for the model, the results of water resources optimal allocation obtained. The output of the optimization model is analyzed in the aspects of water supply and demand, in the end the essay gives some measures to solve water shortage problems.The model is validated reasonable, algorithm is effective. This optimal allocation model and outcome reflects the ideology of sustainable development, to help alleviate the water shortage situation in areas and to improve the economic and social benefits. That provides a basis for making decision to sustainable water resources planning.
