This dissertation based on the project"The Study on Highway Traffic Survey Planning of Shandong Province"of Shandong Department of Transportation.Highway traffic survey is one of the basic works of Highway construction and management. It was the important guarantee to the continuing,steady and fast development of Highway Transportation. While the scale of highway network expanding, the traffic volumes increasing, and the vehicle speed heightening, the highway traffic survey become more and more complex and difficult. How can get all traffic stream flow information timely, correctly, and economically to satisfy different Consumers'need is the main problem that need of the construction and management department work out.This dissertation reviewed the history and present situation of Highway Traffic Survey System all over the world firstly, knew the currently aim and significance of Highway Traffic Survey System, and then summarized the experiences, achievements, and the problems that need to be solved. The main items of this dissertation include:(1)Consumers'need analysis and system frame design. Based on the analysis of the aim and significance of the highway traffic survey, the dissertation defined confirmed the main customers of the system, analyzed the need of every customer in detail, and sorted them to dynamic traffic stream flow information and static traffic stream flow information. Then the function and the frame of the system were designed, the technique of system needed to solve was defined.(2)The research to the traffic count station layout method. Based on the customer need analysis, this part firstly brought forward the principle of traffic count station layout method, and then analyzed the methods of traffic count station layout, including the basic theory and concrete steps. On this fundament, this part improved the method of intermittent traffic count station. Finally, used the traffic volumes of national highway of 105 to prove the methods of traffic count station layout that brought forward in this part. The results proved that the method to be true is scientific and practicable (3) The research to handling method of dynamic traffic stream flow information. This part includes the evaluation of transportation performance and detection of overweighed vehicle. About evaluation of transportation performance, this part built multi-types, multi-hierarchies evaluation index system based on the shortcoming of existing transportation performance evaluation method and highway traffic flow characters. Then this part proposed new evaluation based on the gray fixed weight cluster. This part also used real data of national highway of 309 to prove the method to be useful and meaningful. About the detection of overweighed vehicle, this part integrating the merit and shortcoming of dynamic weighting equipment and static weighting equipment, this paper proposed method of integrating equipments. Dynamic weighting equipment detects suspicious vehicle firstly, and then static weighting equipment confirms it.(4) The research to handling method of static traffic stream information. This part includes the handing methods of traffic volumes, instantaneous speed, and detected data of overweighed vehicle. About the traffic volumes, this part sorted user need traffic volume index to average traffic volume, change coefficient, and degree of congestion, and introduced respectively the calculating methods of the three index. About the instantaneous speed, this part introduced frequency distribution of instantaneous speed. About the detected data of overweighed vehicle, owing to analyzing effectively the severity of overweighed transportation, this part brought about overweighed vehicle proportion and single vehicle overweighed rate, and then introduced the way of calculation. In order to know the character of time distribution of overweighed vehicle, this part proposed overweighed volumes and the analysis of character of time distribution of overweighed volumes.Finally, the dissertation summarizes the findings and achievements, and puts forward the issues for further research.
