Highway traffic survey is the basement of highway network planning, designing, construction management and maintenance. So, it is a very important traffic basic work. Exact highway traffic survey data can reflect the actual traffic conditions and traffic flow changing rules. And it can supply real data to reasonable plans. Therefore, the highway traffic survey has an important role on the construction of rational and efficient traffic network, improve its economic and social benefits. It plays a decisive role on establishing a standardized system of scientific highway traffic survey system for road construction. In recent years, China has done a lot of highway traffic survey work, and achieved many results, but there are still many problems. In this paper, to the actual situation of highway traffic survey, the layout of highway traffic survey observation stations is studied, and a set of feasible layout program is proposed. It has practical significance meanings to the actual highway traffic survey.This paper summarizes the status of domestic and international highway traffic survey study and the implementation. On this basis, the lack of current domestic highway traffic survey is analyzed. According to the problems about the layout of highway traffic survey observation stations depends on personal experiences, the amount of observation stations is too small, the layout is unreasonable, the layout methods haven't formed a set of reasonable theory, the theory to highway traffic observation stations survey is prompted, it can scientific guide the layout of highway traffic survey observation stations.In this paper, the observation stations layout method based on current traffic volume and future traffic volume is studied. In order to layout the observation stations, first, to investigate the highway network traffic conditions to determine the status of the highway network operating conditions and provides basic data to forecast the future traffic operating conditions, on this basis to predict the future traffic conditions; then the cluster analysis method on similar operational characteristics of the highway traffic flow classification,The road sections traffic flow operating characteristics described with the current traffic flow situation, forecast annual traffic volume, road capacity and the peak hour factor , the road section classify amount are determined by highway level and highway capacity. And the the same type of adjacent road sections can be combined into one set of traffic survey observation stations; The combined highway sections are sorted in accordance with comprehensive traffic volume which determined by the average value of current traffic volume and future traffic volume. The greater the comprehensive traffic volume, the more important the traffic section is. The critical value to set up continuous observation stations or gap-type stations is forecasted to the sorted highway sections by Delphi Method. If the comprehensive traffic volume of the sorted highway section is upon the critical value, a continuous observation station is set up here, otherwise if the comprehensive traffic volume of the sorted highway section is below the critical value, a gap-type observation station is set up; After the layout of highway traffic observation stations according to the theoretical method, it is very important to adjust the observation stations considering military and other important qualitative influence factors to maximize the benefits of observation points layout.
