Since the reform and open policy, along with high speed growth of the na-tional economy, the Chinese urbanization advancement has obviously sped up. Along with the expansion our country urban scale and the enhancement of urban-ized level, the growth of transportation demand is rapid. According to the forecast, in 2010 our country's urban population will reach 360 million people, at the ap-pointed time the travel traffic of inhabitant will reach 230 billion people. From this brings the road traffic crowded, transportation disorder, the traffic accident in-creases, the environmental pollution pricks up and so on. The question of transpor-tation is seriously day by day. The existing road networks of our country's urban generally are the density low, the space between two arteries, the quantities of spur tracks are hard up, the function of road is chaotic, and belongs to the low speed transportation system and can hardly meets the modern road service need. The par-tial big cities central area traffic even reaches 95% of saturation in the peak period, creates the time waste and the driving cost by the transportation question loses is about GDP 1%, the urban transportation supply and demand contradiction and the traffic question which has been aroused from it has already became the difficult problem urgent needs to solve in our country urbanization advancement.The reasonable road network will not only promote the development of ur-ban but also will get up the leading role in the entire urban traffic. First, the rea-sonable layout of urban road network will promote the circulation of urban econ-omy life. Next, reasonable layout of urban road network will promote the urban land efficiency development. Once more, through the layout of urban road network can use construction fund of traffic reasonable, reduce the economic loss which the blind investment, which creates to have the extremely vital significance. Currently, our country's urban traffic is being in crucial time of mechanization tenor, the study to the layout of urban road network not only in favor of the macroscopic de-cision-making, but also may reduce the social loss by the blind develop-ment,therefore the planning for the city road network layout has thepractical sig-nificance. At present, the road network of most our country's big cities has been quite perfect, and the big cities have start to developed the track-traffic, its con-structions of road are mainly concentrates in the newlybuilt city; But the develop-ment space of middleand the small urban road network is still big, and road is the main traffic mode of the middle and small city, therefore the study to its road net-work layout is reasonable importantly.This article analyzed present situation of our country urban road network lay-out, and analyzed the relations between urban road network layout and the city land utilization qualitativly, as well as the question and solution which exists between them, proposed using the method of point importance degree during the urban road network layout planning. The traditional layout method generally used four steps models, although this method has the merit such as accurate and comprehensive and so on, but because it needs to carry on the massive OD investigation, the inves-tigation quantity is too great in the big city and the cost is excessively high to the middle and small city. But the method of point importance is main depend on the urban overall plan and does't need to make the massive investigations, specially is suitable for the urban road network layout planning. The traditional the method of point importance is suitable for the region highway network planning, but this arti-cle improved it, namely bring forward the point importance algorithm in urban road network, and applies this method in the medium city Tongliao of Inner Mongolia's road network layout planning, the result approved is good.The paper altogether divides six chapters, each chapter of main content as follows:Chapter One, Introduction: First introduced the background of the study, and then a review of study and study on regional transportation in our country and abroad was mentioned .Finally, introduced the content and the route of the thesis. Chapter Two, The outline of urban road network: Summarized layout of the road network. Introduced spatial layout of the road network and the division stan-dard of urban road, has analyzed the characteristic of each spatial layout and the question should be pay attention to. Carried on the brief analysis to the present situation of our country road network, pointed out our country's urban road con-struction, especially the middle and small urban road construction certainly can't achieve the national standard, so the study to the layout of urban road network has extremely vital significance.Chapter Three, urban land utilization and the urban road network pattern: Narrated the relations between the urban land and urban road network, which is mutually restricted and mutual simulative. Pointed out the question between urban road network and urban land utilization shape, and proposed methods to solve these questions in layout of urban road network.Chapter Four, Layout of urban road network design: Introduced the method be used to the layout of urban road network, including the determination which ap- praisal target can be used to appraise the present situation the urban road network, the forecast method to dope out future urban traffic demand, the method of point importance degree used on the layout of urban road network, calculate the capabil-ity of urban road network that has been designed and then match with the forecast urban traffic demand.Chapter Five, Demonstration analysis: Used TongLiao city in inner Mongo-lian as an example, design 2010's road network according to its investigation data of 2005. First appraise to its present situation of urban road network, and forecast urban traffic demand of 2010, then carries on the layout to urban road network based on its urban collectivity programming of 2010, at last, count the aggregate capability of urban road network that designed and contrast with the forecast traffic demand to match the rationality of design.Chapter Six, Summary: Summarized the main study content, the main study results and what needs to further studies of the paper.The main achievement of this paper as follows:1. Analyzed particularly to the relations between the urban land utilization and urban road network, proposed some feasible solutions methods for solve the con-flict between two sides.2. Improved the method of point importance degree which be used to design the high way network, namely has carried on the innovation to the algorithm of point importance degree, caused it can used at the layout of urban road network, the main basis was the urban collectivity programming, this method is both simple and could accurately design the urban road network layout, avoided the shortcom-ing too numerous and diverse and the consumption fund oversized of OD investi-gation in four steps methods.3. Used the match analysis between the traffic demand and the road network capacity in the examination to the layout be designed, this method may direct re-flect the planninged urban road network layout whether reasonable.4. Used the method of improved point importance degree to the layout of Tongliao's road network, the examination result is good, therefore the point im-portance degree carried on the layout design of urban road network a new refer-ence.
