Study On Administrative Systems Of Country Road Construction And Maintenance In Shandong Province

After the reform of rural tax-fee, the rural highway construction and protection face the new difficulties. Fighting for the advantageous policy of the rural highway development actively, building up gradually a set of extended and stabile construction and protection management system of rural highway, and keeping on the sustainable rural highway development, becomes a new subject.Firstly, the thesis analyzes the concept of the rural highway construction management and maintenance administrative systems. Secondly, it sets up the theories foundation of the rural highway manage system, investigates and analyzes the present condition of the rural highway in Shandong province, and analyzes the related policy. Finally, under this foundation, it puts forward a program of construction - maintenance administrative system of the rural highway in Shandong province and some relative guarantee measures.Main achievement of this dissertation:1.Administrative systems have important effects on construction and maintenance administrative system of the rural highway. Development idea should be introduced, and obligation government, effective government and transparent government should be set up, so as to promote the development of rural highways.2.Capital problems are the key factors to restrict the development of rural highway. Government should develop the capital channel, increase the administrative fund, and put the financing of rural highway into budget.3.Rural highways can be supplied by government and produced by enterprises, because rural people can benefit from it, and government hold more information. Rural highway construction and maintenance should be put into market.4.This paper sets up a reform program of rural highway construction and maintenance administrative system in Shandong province and suggests some implementary measures.
