Marketable road maintenance innovation is going, all area take many measures. Cultivating and establishing road maintenance market following the law of the market economy. But marketable road maintenance function mechanism innovation still has many abuses, that is exhibition: marketable road maintenance forms slowly, many measures don't function. Primary reasons are two aspects, one is that road maintenance government has no laid the power down to the underling, they don't give the efficient direction, supervise, inspect and management. The other is, road maintenance enterprise although break away from the control of the government, its management systems don't follow the market law.At the base of the reasons, I study the road maintenance function mechanism deeply from the angle of the systems engineering in the thesis. Discussing the current nation-abroad condition of the road maintenance; studying the road maintenance enterprise's standardization with the project owner, maintenance outlay's measuring, checking the employee's performance target. Finally I study the social security of the road maintenance employee.
