While running the electric power system, it is one of the most important tasks for a dispatcher to arrange the switching operation of the electric network. For the new ten years, the dispatching operation instructions system, which is explored based on the ES principle, has gained many achievements. But it is never be popularized because of the following three points: first, the structure of the power grid is complex and the operation on the grid is not like the switching operation in the substation which has rigid logical relations and operating sequence, so it is difficult to denote the knowledge about the operation in the grid roundly and normatively in the ES; second, the mode of operation on the grid is so flexible that it is hard to guarantee the correctness of sheets inferred from the ES; third, the resource service environment is not good, so it is not convenient for the user to expand, amend and maintain the system resource, which induce the system to lack vitality.To solve the problem mentioned above, this thesis studies the knowledge expression and inferring mechanism in the ES of dispatching operation instructions and presents an effective theory and method, which realized in the network of Yancheng district.The main work is following:(1) Analyzing deeply the function of dispatching operation instructions ES, based on which the gross structure of the system is designed;(2) Using the concept-cognitive theory in the cognition science to set up the hierarchical network model,based on which, expressing the network knowledge by using OOM and making the electric network can be recognized by the computer;(3) Defining the extended regulation to express the network operation by using"rule frame + rule body"hierarchically and building the flexible, independent, and universal operation rule base.(4) According to the core idea"operation without power cut", presenting"logical estimation + topology analysis"inferring algorithm, making the inferring engine follow the operation change and identify operation task automatically, which verify the intelligence of the ES.(5) Exploring regional dispatching operation instructions ES oriented to the Yancheng's network. The system is designed by modularization, so the knowledge base is separated from the inferring engine; as for expressing the condition of the operation rule, by using script method, many facts are integrated, so it can reduce the redundancy of the data base and improve the inferring efficiency, also its maintenance becomes easy. So, it is meaningful to be popularized.
