With the economy developing at a high speed, China has encountered a fairly big contradiction between electric supply and demand since 2003, especially during peak demand periods. However, with restrictions on being short of fund, equipment manufacturing, working cycle, and so on, new machines cannot be put into use in a short term. With electric utility demand-side management, the investment and cost on energy savings only equal to about 10% of the cost to build a new electric plant. In order to construct cost-saving communities, it is necessary to analyze electric load character, conduct comprehensive resources planning and practice demand-side management, to increase energy efficiency.This article analyzes the county level power supply load character using curve fitting, focuses on the load character in typical industries, adopt policy decision tree to categorize load character standards, establishes county level power supply load character standard system; it analyzes the relativity between economy factor and load character using simple linear regression method to get the effects on load character by economy development; it studies the effects on load character by weather factor using multiple linear regression method and lists major factors affecting load character; it adopts Apriori algorithm to analyze how those affecting factors are related and their degree of relativity with load character. According to Rudong load character, with considerations on different effects by relevant factors, it selects appropriate demand-side management technology method; it evaluates the result by investment return period, compares the competitive power by Game Theory to address a competitive demand-side management method with short investment return period. Based on this demand-side management method, it raises suggestions to encourage county level power supply enterprises and clients to conduct policy study on demand-side management.This article selects appropriate demand-side management technology method through analysis on effects by county level power supply load character and relevant factors. We hope to promote demand-side management in county level power supply enterprises and clients with supporting policy to increase energy efficiency which will help construct a cost-saving society.
