Based on the characteristics of small town water supply pipe network system and the viewpoint of the system and the optimized theory, the article studies on the optimal control of the small town's water supply system, and carries on the simulation method using the water consumption forecasting model, water pipe network working-state analysis model and optimal control model. Through establishing the water supply pipe network system mathematical model, the small town's water supply pipe network system is optimized. The optimal control mode based on the water supply pipe network system modeling technology is proposed, which may make the optimization control of the small town water supply system advance to the scientific management.The short-term water consumption forecast plays an important part in the optimal control of the small town water supply network. Analyzing the influence factors and the characteristics of the small town water consumption , the paper introduced the gray forecasting model and several kind of time-series forecasting model applied in the short-term water consumption forecast, discussed the gray forecast model in small town water consumption forecasting application, and proposed the best pattern of gray model used in the water consumption forecasting. A system for gray comprehensive assessment and optimal selection of water consumption forecasting model was proposed and established for the first time .The system has overcome the disadvantage of the customary methods using in the assessment of a model, and provided the suggestion for qualification and appraisal of the small town water consumption forecasting model.Working-state analysis model is also plays an important part in the optimal control of the small town water supply network. Based on the analysis of pipe network working-state analysis model in the domestic and foreign, this paper introduces the essential characteristics of the models: microscopic model and macroscopic model. In microscopic model, for the computer carrying on the hydraulic simulation to the water supply pipe network system conveniently, transforming the operating characteristic of the big special system subassembly to the operating mode characteristic pattern of the node and the pipe in water supply system is proposed. The general form of node continuity equation is established, and the hydraulic pressure methods are proposed. The result could be used in the working-state analysis of the water supply system.
