After reviewing the anciently computing methods for waterway capacity, the existing problems of the anciently computing methods in there theory and actual application for example miscellaneous coefficient, insecurity and so on are analyzed. According to distance relations between the ships, security spacing formulas of different safety level are proposed. After quoting traffic flow theory, a new theory for the analysis of waterway capacity of different safe level was put forward on the basis of analysis of the ship gaps. The result indicates that inland waterway capacities change along with the safety level variety. If the safety level enhances, the capacities fall; if the capacities improve, on the contrary, it can bring the ship route crowded, unsafe. This formula has the certainly practical value for the shipping traffic control, the operation, the ships transportation system and provides certain scientific basis for sea-route department's plan and construction.The ship position and the existent problem are analyzed according to 2004 transportation statistical data of the Grand Cannel in the south of Jiangsu province. Inland waterway capacities of different safe conditions which are calculated by using 2004 transportation statistical data are compared to the actual operating conditions. Point out that the sea-route department promptly adopt the advantageous measure to relax route pressure from Xiao Jiu Hua to Xu Guan, particularly Xi Han Dong and Xu Guan on February, Xiao Jiu Hua on March.
