Study Of Inland Waterway Management In Suqian City

The public service relates to people’s life straightly, factually and intimately. The promotion of the public service benefits for the political stability, peaceful development and people’s fundamental interests. The inland waterway is one of the most popular public service production and non-profit infrastructure. The promotion of that is significant to widen the service way and improve the effect and the level of its service. Now, the related researches are scattered in practice and need to strengthen. It is an important theoretical issue to analyze the problems on the inland waterway’s public service, inquire the deep reason and explore the way of solution, which pays an important role in guiding practice.It firstly argues for the necessity of the promotion of the inland waterway’s public service based on the ready researches and the favorable situation. Then, it defines the meaning of public service abilities of the inland waterway, researches on the current situation and problems of that from the perspective of the public service, public production and service-oriented government theory. Lastly, I try to propose my own points on the methods to promote the public service abilities of Xuzhou’s inland waterway from the aspects on the guiding ideology, general principle and specific methods. It argues that there are some basic principles such as Adaptability Principle, Comprehensive Utilization Principle, Accessible Principle and Reasonable Principle. The specific methods include:(1) the establishment of the sustainable planning system of the development of the inland waterway; (2) the rapid researches on the financing model of the promotion of that; (3) the promotion of the Service Assurance Ability of its infrastructures; (4) the promotion of the level of the supervisory service; (5) the reinforcement of the informational service ability on research; (6) the full expression of the role of leadership of the inland waterway.
