The Research On The Informatization Service Of Inland Waterway In Jiangsu Province

Against the background of economic globalization and big data of Internet,the level of information service around the world has become one of the important symbols of a country's comprehensive national strength.Jiangsu inland waterway information service is an important part of Jiangsu Province's transportation and waterway information service.How to provide services better,improve service level,save energy and protect the environment,and promote structural transformation has become an urgent problem for Jiangsu Province's transportation and waterway management departments.This paper combines the practice of waterway work,through field research,using literature research method,case analysis method,comparative analysis method and other methods to comprehensively apply the theory of new public service theory,service-oriented government,e-government theory and so on.this paper chooses Jiangsu inland waterway informationization service as the research objective,and analyses the existence of Jiangsu inland waterway informationization service.The problems and their internal reasons,combined with the advanced experience and practices of waterway informatization service at home and abroad,provide reference for improving the level of Jiangsu inland waterway informatization service.The main contents of this paper are as follows:Initially,Problems existing in information service of inland waterways in Jiangsu Province;Through the in-depth study on the information service of inland waterways in Jiangsu Province,it is found that there are many problems in the information service of inland waterways.For example,firstly,the waterway administrative work is inefficient.Secondly,the information business system of each waterway is complex and relatively independent,which can not achieve cross-industry,cross-department and cross-field.Sharing channel information resources can not effectively develop and utilize waterwayl information resources,resulting in serious "information isolated island".Thirdly,traditional service concept still exists,and the information services has an "administrative"tendency.Last but not least,the development of information services in different parts of the province is unbalanced,and the service capacity is very different.Next,The causes of the problems in Jiangsu inland waterway information service;Through the in-depth study of the problems existing in the information service of inland waterways in Jiangsu Province,the causes of the problems are found from the aspects of service concept,legal system,top-level design,capital and manpower investment,etc.The reasons are as follows:lack of overall planning and high-level top-level design of information service strategy;serious "departmental barriers";lack of adequate understanding of information service;lack of special funds and professionals.Finally,For the problems existing in Jiangsu inland waterway informatization service,pertinent suggestions are put forward for improvement.Based on the experiences and practices of developed countries in Europe,Singapore and China's Yangtze River&Zhujiang River Navigation Administration,combined with Jiangsu Province's waterway transport development plan and Jiangsu's inland waterway informatization development reality,five suggestions are put forward to improve Jiangsu's inland waterway informatization service level:firstly,to improve the laws and regulations of waterway informatization service;secondly,to do a good job of the top level of waterway informatization system,thirdly,to promote cross-sectoral cooperation to promote information sharing;fourthly,to establish a"people-oriented" concept of waterway information service;and fifthly,to increase investment in waterway information service construction.
