Northwest Drought city's ecological environment construction is an arduous and long process. This paper aims to discuss the related issues of city virescence belt and rainwater utilization technology in drought city's ecological environment construction, with certain theoretical innovation and some value of practical application. The view of this paper is that it should make scientific rainwater utilization planning and demonstration of the city virescence belt in drought areas, which can largely solve many problems in building of it, as well as to ensure sustainable development of it. Based on the studies of the city virescence belt in drought areas and rainwater utilization technology, the main results are:Put forward the concept of the city virescence belt in drought areas, focus on the seven key technical problems that have been encountered in the city virescene of drought areas .In view of the comprehensive ecological role of the city virescence belt in drought areas,this paper establishes ecological planning indicators of it, which include rate of area, rationality of vegetation structure, utilization rate of rainwater, water-saving rate, and so on. This paper analyzes and calculate mechanism of retarding of the city virescence belt in drought areas, it ensures three programming models of the city virescence belt in drought areas ,which are single aspect, around and series; the rainwater utilization system conditions have been defined , this paper describes the retarding situation of the city virescence belt in drought areas through the combination of quantitative and qualitative analysis method, it identifies the way on how to reduce the total volume of a rainstorm when it encounters super design rainstorm.Take the Northern Slope Ecological Park of Baoji as an example, with reference to the city virescence belt problems in drought areas problems and rainwater utilization technology, this paper makes an actual rainwater utilization planning of the city virescence belt in drought areas, which puts forward the guiding ideology, methods and steps. This thesis indentifies rainwater utilization regions of the north slope ecological park of Baoji, they are soil and water keeping district, water conservation district, comprehensive utilization district of rainwater and water-saving technology, take the models of infiltration, low-transformation of the green land, storage and use of the cascade, supplemented with multifunctional water landscape design; the paper also develops the planning of water quality management, project management and water utilization management. Through analysis of potential water resources of the northern slope ecological park, we shed light to a reasonable allocation of water resources in the northern slope ecological park, based on the analysis results which showed a clear rational allocation of water resources.The paper preliminarily establishes the comprehensive evaluation index system based on the city virescence belt in drought areas and rainwater utilization, which includes the cityvirescence belt in drought areas, social rationality, economical rationality, flood control and mitigation of city, reasonable ecological environment, 17 three-grade indexes, and determined to use the fuzzy comprehensive evaluation, and initially establishes the fuzzy evaluation model.
