On the site, potential safety hazard is everywhere. So at any moment, every kind of destabilizing factors may bring on accidents that will seriously imperil the life safeties of builders. Recently, the government has enacted a serial laws and regulations of construction safety management, and has carried out Occupation Health & Safety Management System positively. However, due to the practical problems, safety situation is still serious. This dissertation makes analysis and research on site safety management evaluation in order to help companies identify their safety management levels, clarify their improvement directions, and provide a scientific methodology to improve their safety management level.This dissertation addresses the causes of site accident including high fall accident, mechanical injury accident, crane injury accident, object struck accident, electric shock accident and collapse accident. Fishbone Diagram technique is used in site accident analysis from four aspects: personnel, material, environment and management methods. Then it came out of a result that most of factors that cause accidents are directly or indirectly correlated with site safety management level. Thus, it is imperative to improve safety management under the situation. So the dissertation first makes a clear reorganization to the actual state. This dissertation first sets up a site safety management index system from eight aspects with a systemic viewpoint, which includes safety product management regulation, safety education, hygiene and health care, safety management organization, site management, occupational safety, subcontractor management and safety technique management. Then an evaluating model is proposed using Extension Evaluation technique and implements in a typical case study. The objective information entropy is used to calculate weighing of each level. Then the feasibility of the model was proved. At last, this article proposes some relative safety management countermeasures from two aspects: accident prevention and accident control while the main focus is that raise accident prevention countermeasures from the eight aspects of mold that has been set up above. Then introduce the practice of Occupation Health & Safety Management System briefly.The research findings of this dissertation is practically meaningful in having a clear and correct reorganization of current site safety management, enhancing safety management level, reducing or avoiding accidents and protecting builders.
