The port's throughput is an important target to weigh the national economy development and holds an important position of status in the transportation profession statistics; but with the establishment of our country's socialistic market economy system and the further reform of our port's management system, we are unable to use the system of comprehensive investigation and report forms to obtains the statistical data of the throughput. So it is very significant to find out a system of non-comprehensive investigation and statistic. The paper proposes that it could use the sample investigation method to obtain our country's entire throughput. On the basis of testing, analyzing, comparing and choosing a number of data, it puts forward that it is supposed to use countrywide coastal and freshwater ports as sampling frame in the short term, and then it adopts some feasible spot check methods such as catalogue sampling, PPS sampling and Hansen-Hurwit estimating method, and it works out the minimum theory sample in a definite error range. At the same time, the paper proposes that with the development of statistical system, the accuracy and betimes of the minor port data, may respectively take the national coastal harbor and the freshwater port as the sampling frame. Under the same precision, compared to estimating spot check method, the stratification and simple random sampling may reduce the workload and the cost of investigation. When the port data is not complete, the paper suggests using "the hypothesized port" to solve the problem.
