The oil pollution in the ocean is one of the most serious and complicated ocean pollution.. The seaborne oil transportation has been developped greatly along with the constant increase of demand for oil. In the recent years, With the increasing of oil tankers and their tonnage and frequency of put in and leave a port, the rates of average accident have been heightened. Therefore,oil spill which come from collision between oil tankers became one of the main source of oceanic pollution.A practical way which suits the situation of our country must be found through the research of emergency disposal and countermeasure of oil spill in the ocean in order to prevent and deal with the average accidents and pollution damages, to strengthen and improve the response ability, to boost the ocean economy, as well as to preserve the present water environment. At present, the ability of preventing and treating oil spill in the ocean quickly in our country is still on a low level and the practicability and theory have large gap compare with advanced international research .So we must improve our quick response ability of dealing with oil spill in the ocean immediately.This thesis starts from the concept of oil spill and the analyse of oil spill changes in ocean environment and analyses the harm , then educe the concept and origin of quick response to oil spill.Through collecting and sorting out data, this essay finds out the source and constructing condition of oil spill. Confirming the four factors as the conditions of the sea area's hydrology and weather , pollution, clearing and oil spill station to be related with the damage degree, this thesis also establishes sailer's oil spill evaluation pattern through analyzing the measure and the subject degree of those factors. It puts forward a general procedure and technique of the evaluation on oil spill damage through the way of indistinct integrative evaluation and testing the pattern by the oil spill accident in the sea area of the MeiZhou Gulf.According to evalution of spill damage, it expatiates on the different categoriesand scales of spill emergency projects, analyzes the main factors included in the spill emergency projects, probes into the problems about the practice of the oil spill emergency project and then puts forwards the advice of operation.
