A Study On Standardization Of City And Town Gas Network Accident Emergency Disposal

The flammable,explosive and poisonous properties of the gas make the gas accident emergency disposal work especially need attention.In recent years,gas accident frequency cause by the aging city and town gas network,rapid development of city and town construction,pipeline corrosion,the external force of pipeline and etc.When the accident is inevitable,scientific,standard emergency disposal of gas network accident has an important significance to safeguard the pipeline operating and social stability.At present,the domestic research on gas network accident emergency disposal more focus on the response process of intelligent level of ascension,combined with the geographic information system(GIS)in order to improve the efficiency of the emergency disposal with following three aspects: location positioning of the gas network leakage accident emergency disposal,the shortest path analysis of the emergency rescue team and the visualization of the leakage gas spread of city and town pipeline accident.Based on analysis of city and city and town gas network accident emergency disposal process,combining with the relevant regulations and laws,domestic safety management theory,reference accident emergency disposal method and experience at home and abroad,and the practices of other industries accident emergency disposal,first of all,analysis and extract the city and town gas network accident emergency disposal elements from preventing and emergency preparation,monitoring and pre-warning,emergency disposal and recovery afterwards,the four stages of gas network accident emergency disposal process;Secondly arrange the elements into the following four emergency disposal standard modular:information reception,scene command,scene response and the information processing;Thirdly,providing foundation for subsequent propulsion in the construction of the standardized modules through analyzing the parameter of an instant access elements;Finally,for the application of the standardized modules the paper analyzed the carrier and improvement of the standardized modules.The Innovation of this article is introducing the concept of standardization to the city and town gas network in the process of the accident emergency disposal;According to the time sequence by the emergency disposal process,established the city and town gas network accident emergency disposal of the standardized modules;Combining the actual situation of related elements in standardized module analyzing,pointing the way of standardized module elements’ parameter setting for the future work;The collaboration principle and the electronic documents in the application improvement of standardized module are analyzed too.Maybe there could be a promotion in scientification,standardization and profession alization after the feasibility analyzing and practical testing on the study of city and t own gas network accident emergency standardized response.
