This paper firstly analyses the economic regions of Tianjin port, following the introduction of economic structures of relative provinces and contribution to the port's throughput. Secondly, general situation of Tianjin port is analyzed, including numbers and technical competence of basic port facilities, berths, stacks and so on. The great importance is focused on the analysis of four sub-system of consolidation and distribution system, including existing channels and weaknesses of road sub-system, the development of container train-line concerning railway sub-system, cruise setting about domestic and foreign trade concerning waterway sub-system, main customers and oil basement of pipe sub-system.24 pieces of questionnaire are made to launch a wide-range of investigation, because inductive reasoning and systematic analysis are pre-requisite.The paper below consists of three steps, ascertaining the assessing factors and its qualitative description are regarded as the first step followed by the quantitative description based on data collected through Delphi before the establishment of index hierarchy for assessment. Other three ports, Shanghai, Qingdao and Dalian are chosen to do comparison analysis. Finally, the assessment results can be obtained mainly through Fuzzy comprehensive evaluation method together with AHP. Assessing procedure and its corresponding model can be established after applying methodologies of Delphi, AHP and Fuzzy into practical assessment. According to the future throughput quantities, consolidation and distribution quantities of road sub-system, railway sub-system and containers are given by suitable forecast. Reasonable suggestion, especially some about the information construction, is achieved based on the assessment and forecast above.
