Creative Industry has been booming during 2000-2006 in Shanghai, China. Based on the analysis of this phenomenon, this thesis focus on the development features and planning problems of the Creative Industry Cluster Area(CICA). Through the examples research, the development planning of CICA has its own necessity and inevitability. At end, This thesis bring up some improvement measures on the planning policy decision, administration and supervision.Creative Industry Cluster Area (CICA) has experienced the process from the market-oriented development, to acception of the government, then, to government's policy assistance. The main motive force come from the economic transformation, revivification of inner city periphery, redevelopment of industry legacy. The main aim integration of three parts ,that is government/market/society.The research on the development features of CICA has two levels, macro and micro level, in shanghai:At beginning, this thesis focus on the space structure features of CICA in the whole city level, employing the differential land rent theory. Through the vertically and transversely analysis on the space features of CICA development, the predominant and auxiliary forces are addressed.Furtherly, this thesis focus on the development planning of CICA based on comparison between two unique examples, 38#Guokang Road and M50 Creative Industry Cluster Area. Through the comparison on the features/planning/financial management, the economic force behind the development of CICA is disclosed.During the development of the CICA ,the government and the market display the main role ,so the planning administration should take effective strategy to induce and control the development in three aspects immediately so as to ensure the further development smoothly and heathly. |
