Analysis Of General Land Use Planning Evaluation In County Level

Land is the nature sources for people to survive and develop, and is regarded as important fortune for the society. Effectively using the land resources and scientifically formulating general land use planning can accelerate the overall development of the society, the economy and the zoology. Analysis on evaluation of general land use planning is the most significant. And assessing the plans scientifically will optimize the projects and provide with basis and foundation. Therefore, It is very important to develop researches focusing on overall evaluation and analysis of the general land use plans in order to improve the coherece and subjectivity of the formulation and implementation of county's land use plans.Based on a comprehensive literature review on the evaluations of general land use planning, this study analyzes and summarizes the related research results and limitations of land use plans. It then introduces us several evaluations of general land use planning theories, the significance and characteristics of these evaluationss. This paper puts forward principals and builds up preliminary framework of indicator system for implementation evaluation on the characters of general land use planning. Furthermore, guided by the available land use information and a rule of scientificity and rationality, this study constructs the evaluation indices which can be standardize with the understanding of the comprehensiveness and complexity of the land use system. Based on this, index system of implementation evaluation for general land use planning is set up. It evaluates the effects of the implementation of the general land use plans from three perspectives, i.e. land policy implementation, implementation and land influence of plan scenario, and implementation benefits (social economic benefits and ecological benefits). The case of Yiwu's land use comprehensive planning is investigated. This study assesses the effects of Yiwu's general land use planning and brings forward the shortages. At last, this study perfects the evaluation system on comparing of the new and old plans evaluations. Constructive suggestions are advanced for the use of evaluation system of general land use planning.
