Construction And Application Of The Index System Of Effectiveness Evaluation In Overall Planning Implementation

This paper reviews the theoretical research and practical progress of theevaluation system in overall planning implementation. On this basis, the value andsignificance of the system is explored; the index system of effectiveness evaluationin overall planning implementation is tried to be constructed; the basic principlesand procedures of the index system is analyzed and the methods of design andscreening of the index system. Based on theoretical analysis and empirical research,a more scientific and feasible index system of effectiveness evaluation for theimplementation of overall plan has been built, which comes from three aspects,accomplishment of planning objectives, connection of planning and publicparticipation and its impact.Firstly, the paper uses gradation indicators to design the evaluation indexsystem, while using the method of comprehensive analysis and theoretical analysisto selection indicators, and using the method of expert consultation, importantmembership analysis and correlation analysis to creen and detect it, to determinethe core indicators of effectiveness evaluation in overall planning.Secondly, for the scientificalness and operability, Hefei City Master Plan(2006-2020) has been chosen as a case to test and study the index system. The useof fuzzy comprehensive evaluation model empirically analyzed its implementationeffectiveness, and got the evaluation result of implementation effectiveness ofHefei overall planning.At last, the limitations and recommendations of this evaluation process areelaborated to guide further research.
