With the development of space information technology, the construction of traffic information is based on the integration of computer technology, modern communication technology, network technology, multimedia technology and other advanced technologies and geographical space science, remote sensing technology, measurement and aerial technology. As an integrated platform of multi-advanced technology, GIS has been an important means of urban planning, infrastructure management, construction area, and so on, which is a potential and prevalence solution of traffic industry. Freeway, being mainline of traffic network, is a great project provided with great investment, high technical standards, advanced facilities and modernization management. Compared with general road system, freeway system is fast and efficient for transportation, which has massive spatial data and dynamic multiple attribute data, possessing multitudinous facilities, including toll facilities, management facilities, service facilities and a large number of ancillary equipment, such as communication facilities, electricity facilities and surveillance and control facilities, and so on. Moreover, there are many sign brands, subjected to natural or man-made destruction. Therefore, real-time maintenance and effective management of this infrastructure is a major task for department of freeway management.Because of this characteristics of freeway infrastructure, department of freeway management look forward to advanced technology for maintaining freeway and achieving fast, efficient operation. As a powerful tool, GIS is very applicable to solve these freeway infrastructure management problems, which can process and manage spatial information, possessing powerful spatial analysis and management functions of spatial information. This paper's author established a highly effective GIS model based on spatial data structure to satisfy current and future application for improving informationization standard of freeway infrastructure management.The research on GIS technology in our country has been initiated in the past few decades, so spatial database structure is unperfected now. In addition, domestic GIS products lag behind international'from the pattern of top-level design and technology of foundation design, which are urgent to improve the performance and stability of software products based on GIS. At present, the majority of spatial data model of applications are based on the traditional arc-node data model. Although some GIS models update and make modification, there are still insufficient, resulting from the limit of development patterns and tools when introducing the new technology of data model, confronting with more and more complex social application. However, because of short history of GIS technology research and development in our country, many model designed are in the stage of theorization, being insufficient put into practice, even though there is a consensus of the advantages of the new technology, such as linear reference system and the dynamic segmentation technology. In our country's actual conditions of GIS application, this paper designs the main lane-ramp topological model based on dynamic segmentation technology of GIS and space positioning information model of Jilin provincial expressway infrastructure based on Geodatabase structure as the third generation model of Geographic information System. Integrating spatial database structure based on freeway lane and dynamic segmentation, the paper establishes Jilin Provincial expressway geo-spatial database structure by approach of object-oriented based on Geodatabase and freeway topology network, researching on the connectivity relation between main lane and ramp of Jilin provincial freeway and the distribution characteristic of freeway infrastructure, laying a solid foundation of Jilin provincial freeway information management and digital management of integrated services of freeway. This paper establishes the Jilin provincial freeway infrastructure management system by interface customization and integrated secondary development based on ArcGIS infrastructure for GIS research & development and GIS data model designed for application, which not only greatly reduces the cost of the GIS solution based ArcObjects, but also make the GIS application system designed by ArcEngine component based on COM technology and framework development of VB.NET+ ArcGIS Engine + ArcSDE more efficient, effective, safe and reliable.This paper research is based on software engineering from design of spatial data model to the development of freeway infrastructure management system based on dynamic segmentation and Geodatabase topology model structure. Finally, the author integrates freeway infrastructure management system into the Digital Platform for Command and Dispatch System of Jilin Provincial Freeway Network, as the model application and validating of the GIS model designed based on dynamic segmentation, enriching the digital information of the command and dispatch system, enforcing practical application of special functions in this digital system, which, eventually lay a solid foundation of scientification and information management of Jilin provincial freeway network.
