During collection and scatter for the planned special event, the key question is pedestrian transportation around the situation. Especially during the scatter, if the existing traffic facilities can not satisfy the demand of the pedestrian traffic, the pedestrian traffic flows can have the serious conflict with the stream of vehicles. In order to insure the planned special event held smoothly and reduce the effect for the normal operating traffic. Based on the conclusion of the home and international achievement, this paper proposes the methods of the organization and management for the planned special event, and gives the examples finally. The author expects these methods to help the regarding departments to manage and organize the traffic during the planned special event.This paper studies the methods of the pedestrian traffic during the planned special event, funded by the project key theories and simulation technologies of dynamic traffic management and control in urban road network, funded by National Natural Science of China under grant 50338030. The basic contents as follows:(1) Propose the analysis methods of the traffic demand during the planned special event. In this section, propose the forecast methods of the amount of audience firstly. According to the data material of the last event, forecast the amount of audience for this event. Secondly, according to the location of the situation and the traffic facilities around the situation, forecast the distribution of the audiences. The forecast results can help the organizer or the manager to ascertain the key period and the key situation. Based on this conclusion, form the act of pedestrian traffic to reduce the effect for the normal operating traffic.(2) Propose for pedestrian traffic during the planned special event. According to the characteristic of the event and the location of the situation, this paper studies respectively the methods of organization and management of discrete/recurring event at permanent venue and continuous event.For discrete/recurring event at permanent venue, because of the differences of the arrived and the leaved, this paper form respectively pedestrian traffic organization plan. When audiences arrived, adopt traffic separation to ensure the safe and convenience to arrive in the venue. The end of the event, in order to ensure the audience is scattered in the certain time, this paper proposes the account method of scatter time in the venue of the event, and if the number of the audience is certain, it can apply this method to account the number of the exit which was need, and propose some service measures finally.For continuous event, considering the traffic facilities around the venue or the exit of the venue or the area of exhibit is a part of the"chain", this paper designs the plan from three aspects. The way of the organization and the management is that uses mainly the marking sign to guide the audience to participate in active on the interior road. On the aspect of access organization, according to the capability theory this paper proposes the establishment method of the number of channel on the basis of the characteristic of walking. According to on-the-spot investigation, the audience uses the main transportation way is the public traffic, the text and the private vehicle. The key of the pedestrian organization and management around the venue is the establishment of the stops for the public traffic and the text and the parking question of the private vehicle.(3) This paper gives two examples. One is the"Football League A of China", the other is"the Sixth Farm Exposition for Changchun (2006)".Finally, this paper summaries the findings and achievements, and brings forward the issues for further research.
