The Study On The Protection And Tourism Development Planning System Of The Historical Town

Recently, with the rising of historical town tourism, the conflicts between tourism development and the construction and protection of historical town become severe increasingly. In practice, many historical towns have already done some researches on the protection and exploitation of historical towns and planning organizing, expecting to provide effective solution to the continuable problems with planning. Meanwhile, how to assort with the relations between protection and development and find the two-tier countermeasure, which based on the urban's healthy development, are being key point of academic and planning community. Under this background, based on the research of the theories and practices related to the protection and development of historical towns domestic and overseas, integrating the protection and tourism exploitation planning of historical town in Huayang , the paper try to make some groping disquisitive works as follows.The 1st, theory study process.Based on the research of the theories and practices related to the protection and development of historical towns domestic and overseas, the paper discusses the continuable character of historical town development. During the development of the historical town, urban development is both basement and target, protection of historical town is precondition and tourism exploitation is ensurement. As the main factors of historical town's continuable development, these three aspects should strengthen the relations and harmonize the development among themselves during the accrescent process, in order to achieve development together.The 2nd, demonstration analysis process.Based on the analysis of Huayang, the paper observed and classified the problems exist in the development of the town, also abstract and sum-up the problems through the Delphi method. according to the result of problem diagnosed, the paper make some countermeasures and advices on urban development, historical town protection and tourism exploitation in Huayang protection and tourism exploitation planning.The 3rd, planning study process.Aiming at the existent problems in Huayang, under the support of theory researches harvest, construct the planning system that consists of four main themes including protection planning, urban macro-planning, tourism element planning and regulatory planning. Thereinto, urban macro-planning, protection planning and tourism element planning aim to provide scientific instructions for the urban development, town protection and tourism exploitation, and regulatory planning aim to carry out the former ones into the constructions in the space.
