Research On Water Resources Management Of The Yangtze River

The Yangtze valley network is developmental and with large population, which belongs to 19 province grade districts .With the rapid development of economy, the need of water resources is increasing in the basin ,and the exploitation of waterpower resources is also increasingly urgent . Due to province boundary river is a outwardness , the contradiction between the development of water resources and utilization is outstanding increasingly .The solutions of these contradictions are directly relate to the vital interests of local regions, therefore it's very difficult to deal with the disputes . Currently the main settlement is depended on the administrative measures , especially the harmonize and negotiated settlement by ministry of water resources or basin management agency. The natural geographic and socioeconomic conditions of provinces in the velley are very different , and with water resources increasingly became scarce , the water distribution is not only should be satisfied with current water usage , but also should be adapted to the future development of provinces, and as much as possible to make water distribution to achieve high efficiency , economic , equity and with harmoniously development in the province boundaries. But it's unserviceable for administrative means to carry out above purposes, wherefore a valid scientific institution is desiderata which can actualize and ensure the reasonable distribution of water resources .Water rights institution satisfied the requirements of modern market economy and sustainable development theory. In some sense, the humanism logos of efficiency ,equality and cooperation have represented developmental direction of management system on distribution of water resources. Water rights institution have the characters and functions on optimizing water resources distribution and carrying out water conservation inspirit which are nonreplaceable by other distribution of water resources management system.In recent years ,the theoretic community and the water conservancy department and its relevant departments have taken out numerous studies ,there are some accumulations and breakouts in basic theory and institution framework.The pursuers of Economics , hydrology , management and organization science have carried out study and definition of water rights from different angle of view .While The Yangtze valley has abundant water resources ,the initial exploratory research on water rights theory and institution practice is quite late , relevant fruit is also less.Whereas that, this article firstly combine the water resources condition ,social economy and development character of The Yangtze valley's province boundary rivers to carry out the theoretical research on initial water rights distribution .Secondly,according to the fruit of water rights theoretical research, selecting a representative dissension on the province boundary river to research the distribution of initial water rights under physical condition .Finally , analyse the problems, bring up relevant recommendations to deal with water dissensions.
