With the globalization of economy, it is more and more obvious that container transportation plays an important role in the international trade. Due to the factors, such as imbalance of world trade and inefficient equipment control, shipping company has to use 20% space to redistribute empty container. With the raise volume of container transportation, more and more empties have to redistribute, the cost becomes more and more expensive. Therefore, empty container redistribution becomes a serious problem of shipping company.Until now, shipping companies still redistribute the empties with their experience instead of calculated procedure. Therefore, it is very difficult to distribute reasonably. Scholars precede homologous research, but the studies focus on land-carriage and there are seldom literatures which are dead against systematical and precise quantitative analysis.This paper analyses the clients'different demands, reduces the problem of reposition as the cost minimization which is based on"cost– service"stratagem through choosing the reasonable transshipment mode and routing. According to the fact and analyzing the factor which can infect the clients'demanding and introduce as 4 indexes. According to these indexes, original cost matrix is updated as generalized cost matrix. The empties reposition model is constructed, which is based on the clients'demand. This model can satisfy with the client's owner demand, and provides the reposition optimization. It combines the cost control and customer service and build up the company's competition.
