| The purpose of this paper is to apply "people-oriented" ideas into China's urban planning and construction. First, it makes an analysis of some prominent problems in current China's urban planning and construction and traces their roots in the lack of "people-oriented" ideas. Then it discusses corresponding solutions to these problems by combining the "people-oriented" ideas with China's urban planning and construction. At the very beginning of the paper, it introduces the concept of urban planning and its development at home and abroad. It makes a brief analysis of some planning models of modern western cities, such as rational and integrated planning model, progressive planning model, pluralistic and advocacy planning model, strategic planning model, city marketing and marketing planning theory, etc, and briefly reviews the merits and shortcomings of the mentioned urban planning models. At the same time, it also briefly reviews the tortuous process of China's urban planning from the initial implementation of the socialist marketing economy system to this day. In the second part of this paper, it makes a thorough analysis of "people-oriented" ideas at all times home and abroad, and by combining with scientific concept of development in China comes to the conclusion that regarding "people-oriented" ideas as the guiding ideology of China urban planning and construction is a viable option.The third part, one of the focuses of this paper, analyses some outstanding problems in the practice of China's urban planning and construction, and finds out that the essential reason is the lack of "people-oriented" ideas in the urban planning and construction. The problem is incarnated in the specific aspects of China's urban planning and construction work, such as the monotony of technological positioning, neglect of social factors, too much stress on administrative orientation, and other problems due to lack of "people-oriented" ideas. On one side, the leaders of urban planning and construction, who make the final decisions of how to plan and construct the city, fail to fully take responsibility of urban planning and construction. And the land agents, another important role in the urban planning, make profit their only aim and lack the sense of social responsibility and correct social guidance. On the other hand, due to their own limitations and restrictions from the external environment, the main body of the urban planning and construction, the citizens, participate too little in the activity.In view of the above problems, this paper attempts to seek a "people-oriented" model of urban planning and construction from different aspects, and puts forward some requirements to the government and the citizens as well. Firstly, China's urban planning should not only be objective, comprehensive, but also be open to the citizens. This requires a transition in the positioning of the urban planning from subjective planning into objective one, from single into integrated planning, from closed into open planning. Also there are more demands to the designers of the urban planning. Secondly, we should change our ideology of management, strengthen the authority of law, encourage public participation in the supervision, and introduce the management of the government. And these measures will improve the effective management of the government, change the government's managing ideology, and make the citizens the center. Finally, we must enhance the awareness of the citizens, the main body of the urban planning, and make them play an active and effective role in the making of decisions in urban planning and construction. |
