In order to adapt the demand of the technical progress of production and the modern management system which the electric power business enterprise has, according to the request of《the national electric network company electric power safety work rules》[2005]83, workticket and operaticket are the dispatch and repair foundation of electric system generating electricity enterprise, are also a kind of effectively measure ensuring electric system safe generation. Before the substation equipments was repaired or tested, the staff member must fill in the related workticket for explaining essential safe measures in the work starting; again according to the contents of work ticket draw-up the corresponding switching operaticket. The electric system switching operaticket is an important measure ensuring electric network running state safely converting. Therefore, the management departments of electric power require that we must write operaticket and the qualified rate of operaticket must be 100%. So, making people must write strictly safety regulations, checkers and operation people must have well-knit professional knowledge of electrical system and abundance operation experiences on the spot. However, because staff member's knowledge level is lower currently, especially worker who is in the country substation, and filling in tow tickets is a heavy writing work, the person's subjective factor and the body appearances all will influence the work efficiency and correctness. The text researches and develops a system of filling in tow tickets by making use of a computer automatically, in order to make electric power business enterprise management modernize, in order to ease the staff member's work pressure and raise the safe index of electric network operation.This system was developed with national electric network related roles as the standard; it also respects the staff member's actual operation habit of the spot. The system makes use of Object-oriented Programming to build up a general database, define the reasons procession, design reason machine. The thesis thinks it important to define process using SQL search method and to design reason machine using the Object-oriented Programming control strategy. On the windows, the system takes Delphi7.0 and Microsoft Access 2003 as the mainly developing tools to achieve its goal. The system is not an expert system, but makes use of expert system knowledge to define procession and complete the electric system expert's mission.The staff members make use of the developed system to fill in correct tickets automatically, ensure electric network operate safely and stably. Many excellent characteristics of Object-oriented Programming, such as inheritance, polymorphism, and encapsulation etc, are adequately utilized during system development. The system has many excellent functions: such as three kinds of ways writing out the sheet automatically, saving, deleting and querying the written sheets. Another, the system supports two printing format, A3 and A4, also has functions as editing and modification for the written sheet contents. Besides these functions, operation is easy and interface is friendly. Short in codes and easy to maintain, saving in memory and general in using are the biggest characteristics of system, it is very possible and easy to be developed again.
