Study On The Post-evaluation Of Basin Flood Control Planning

The post-evaluation of basin flood control planning is studied in this dissertation, which mainly comprise as following:The profile of basin flood control planning is introduced in this dissertation. On the base of development status domestic of basin flood control planning, the importance of the work and the research of post-evaluation of basin flood control planning are discussed, which shows the significance of this research. Meanwhile the profile of project post-evaluation research domestic and abroad is introduced.On the base of definition and evaluation content of water conservancy project post-evaluation, the theory framework of post-evaluation system of basin flood control planning is constructed, which expounds the definition, characteristics, basis, content, methodologies and process of basin flood control planning post-evaluation. On the foundation of referring to lots of literature, some indexes which can be quantified are quantification.In the precondition of being familiar with the principia and index system, setting from the five aspects, integrated post-evaluation index system of basin flood control planning is established with the theory frame, in which the qualitative and quantitative index is analyzed.According to the various integrated evaluation methods domestic and abroad and the specific condition of the basin flood control planning, the integrated post-evaluation model of basin flood control planning is built, which is on the base of fuzzy mathematical theory.The construction of index system, model and application of evaluation method are studied specifically against the problem of the river-dredging planning post-evaluation of the river course which upward the zhengyangguan on the mainstream of Huaihe River. Then the lever of this planning is calculated, and this result is analyzed and recommendations are made.
