Protection Strategies And Approaches For Historic City Based On "Urban Management" Conception

Presently, under the new circumstance of economic transition in our country, the establishment and improvement of socialist market economic system has brought the opportunities for the protection of historic and cultural heritages. Historic and cultural heritages are social cultural resources with multi-values, and the market economy is the efficient method for resources allocation. The development of the markets can promote the using of historic heritages through market and the combining of various production factors and historic heritages, so that the value of the resources reappeared which declined before now. Meanwhile, there was a growing concern on"Urban Management"theory in recent years. The urban renewal and historic cultural resources protection succeed initially through urban management in various districts. Therefore, in the premise of rational principle and standard operation, a new benign relation must form between the urban management and the protection for historic cultural resources: The management promotes the protection, which is a positive method of protection. The effective management can result in the mutual-wins between the historic resources protections and urban renewals. According to the analyses upwards, this thesis focuses on the protection strategies for historic city and efficient approaches for urban historic resources based on"Urban Management"conception.There are three parts of this thesis.Part one includes chapter one which is introduction and chapter two. The introduction mainly describes the research origin, the research content, the significance and method frame; it also concerns present researches in correlation domains. Chapter two mainly introduces the process of protection for historic city between oriental and western, the main challenges which met in protection for historic city in China. By analyzing the relationship between the urban management and the protection for historic cities, make clear that bringing the conception of management into protection is not only feasible, but also an effective access to win-win.Part two includes chapter three and chapter four. Chapter three is the foundation of theory research in this paper, which makes a deep exposition on the various values of the urban historic cultural heritages, especially on the economic value from the economics angle, based on the conception of Urban Management, and initially discusses the science evaluation. Chapter four introduces the profile of the historic cultural heritages nowadays and the protection situation at present in the Yangtze River Delta, and analyzes its achievements and shortcomings, takes the main historic cities in the Yangtze River Delta as an examples.Part three includes chapter five and chapter six. Chapter five has analyses the necessary transition of the protection for historic cultures under the circumstance of market economic system nowadays, based the conception of"Urban Management". The transition means not only improvement on system, but also a breakthrough in thought, which can sum up five targeted protection strategies. Chapter six takes the main historic cities in the Yangtze River Delta as important examples, considers problems which met in the front of the thesis, and discusses the methods and approaches of effective management on urban historic cultural resources, which adopt demonstration research methods with many cases.
