Ticket distributing plan is a plan to allocate the tickets of all the long distance trainsbetween the regions divided by the Railway Ministry. Only the quotas accord with the realneeds of the passengers for each region, could the ticket selling process be successfullycarried out. In this paper taking the requirement to passenger transport into account, on thebase of existing Railway Ticket Booking and Advance Booking System, according to thepassenger transportation marketing situation and the forecasted passenger flows, the ticketallocating system is set up reasonably and scientifically to assign the tickets of the passengertrains to each regional booking center.Significant change of the railroad passenger ticket sale happened, passenger trainstraight in denomination distributes to putting dull and boom season scheme into practice.According to what is introduced by Ministry of Railways transportation bureau's leader, thenew railroad running picture distribute to putting two set of scheme into practice according tothe passenger flow of boom season and the passenger flow of dull season, the boom seasonscheme is a basic scheme, and the dull season scheme is on the basic scheme basis, thenadjusts but accomplished according to every trains in changing condition with the seasonpassenger flow; Every railway bureau goes down being the premise of the benefit notaffecting the relevance bureau, the section being in progress to be limited to sell and selfbureau denomination is season adjusted and daily adjustment.In this paper the development process of the Railway Passenger Ticket Booking andAdvance Booking System is narrated. The emphasis is put on discussing the system's overallstructure of the fifth edition, the functions of CTMS, the tickets reserving module, the planmanagement model and the functions added to the new edition. The factors affecting theticket distributing result are analyzed, and the characteristics of ticket distributing method aresummarized. Furthermore, the tickets distributing model is set up to make the plan.According to the passenger ticket marketing and passenger flow forecasting result, theticket distributing, quota adjusting techniques, and the system setting up method are studied.Finally, the effects of the system are deduced.
