When the vehicle grows up on continuous long and steep downgrade sections, drivers must brake constantly in order to keep a certain safety speed. It makes the temperature of the brake rise fast to apply the brake in succession, and the brake efficiency drops. At last it cause the vehicle brakes not to work, and then the vehicle is out of control. It is said emergency escape ramps is best way to solve the traffic accidents on continuous long and steep downgrade sections at home and abroad. But there are many problems on the exist emergency escape ramps because of none technical regulation and standard such as heavy slope, improper angle, insufficient length in roadbed, difficult rescuing, side falls out and so on. And the vehicle goes out the end of emergency escape ramps or twice collision accidents as not remove are very serious. The retarded down grade lane is a brand-new way to solve the vehicle which out of control.The impact on traffic safety about continuous long and steep downgrade has been analysed at first. Pointed the kinds of drawbacks about the emergency escape ramps and put forward the concept of retarded down grade lane and research meaning. The study and application situation has also been explained systematically about emergency escape ramps at home or abroad, and also reviewed the standard on continuous long and steep downgrade and the dynamics theories on vehicle movement. The model has been set up about vehicle brake staff based of test, and improving the functional relation among of temperature of the brake, average slope, distance, average velocity. Specially study the establishment principle, length of the lane, material choosing and traffic sign. And from the test we got the coefficient of damping about the material. At last the retarded down grade lane was set up in G212 from K239.82 to K240.1 as examination, and the good result confirms the rationality of retarded down grade lane.
