Waterfront landscape had been one of the important determinant factors of waterfront design success or not. The landscape of waterfront greenbelt was closely linked to the fascination of one city.Under the instruction of design principle of river view, this article began with the waterfront green-belt landscape design, and it was carried out a systematic investigation on Xiaoqinghe River of Jinan, and then the present basic problem was investigated and discussed. On the base of that, from the three aspects that how to embody characteristics, exert ecological balance and excavate culture in the waterfront landscape, the visual elements, ecological elements and cultural elements that affected the landscape of Jinan Xiaoqinghe River were systemic analyzed. It was presented that waterfront green-belt landscape design should respect regional history culture and ecological footprint of nature. In the direction of the ecological design principle, we should make good use of the technology and method of rational plant disposition, ecological purifying water in the everglade park and using plant floating bed to purify water and so on to make the ecological environment persistent development; And in the instruction of culture, the test was connected with local cultural connotations, local customs and traditional waterfront activities. By inheritting and developing the characteristics of regional culture, it was created a particular urban open space. Finally, it would be a river which is beautiful, ecological and full of culture.Based on these analyses, it was presented that an integrated cell structure mode was combined with these factors in waterfront greenbelt landscape, and it was the emphasis of this test. In this design, waterfront landscape of Xiaoqinghe river was divided into five functional landscape regions, two green corridors, three wetland parks, and nine landscapes nodes, and then it was created a landscape structure of"one river, two belts, three lakes, and nine pots". In the entire scheme, it was visualized to apply cellularity and cell theory to analyze and study, and the waterfront landscape became a life which is like a cell. The innovative of this paper was combining landscape visual elements, the ecologicalelements and cultural elements, and applying the cell model theory to analyze them. It was also that the"design"idea was combined with"cell"theory. As the basic unit of life, cell contained all information of the life. Connected with design, this theory maked the human environment became a life. Landscape was interactive with ecology and culture, and got along well with each other, finally they were merged into a cell.For a modern waterfront green landscape design, a whole cell is a zoetic design.
