Cellular Automata of Traffic Flow Model is a new-style dynamics model of traffic flow coming forth the 1990s. The appearance and development of traffic flow cellular automata model points out a new direction for researching on traffic flow theory, and provides an available model tool for researching on system global behavior and complex phenomena of traffic flow dynamics theory.After analyzing the traffic flow theory model such as queuing model, car following model and liquid dynamics model, this paper presents the traffic flow cellular automata model. NS model and FI model are analyzed comparatively on single dimension and two dimensions, and the research direction of traffic flow cellular automata model are analyzed from their model rules and simulation results.Through analyzing the influence of front vehicle's parking behavior to back vehicle in actual traffic flow , this paper brings forward a modified model based on FI model, introduces car following slow-to-start probability in FI model accelerating rule, this modified model named car-following slow-to-start model, receives car-following slow-to-start model's traffic flow basic figure by VB programme. Then analyzes and contrasts car-following slow-to-start model and FI model, the result of modified model approaches more actual traffic flow.Considering actual complexion, it is more reasonable for model to adopt open boundary, through changing car-following slow-to-start model boundary condition, this paper establishes car-following slow-to-start model under open boundary condition, then analyses the driveway flux, vehicle density and vehicle average speed under the influence of boundary condition and vehicle random braking probability.Finally, this paper studies the application of car-following slow-to-start CA model to freeway fog management, analyses generally different visibility's speed and flux in fog, integrates vehicle's safe space between and control safe speed from CA simulates, provides preferable management control gist. This is important for freeway management department to manage fog freeway under low visibility condition.
