The electric power trade system is a software system to implement information technology management in business expanding and reading-compute-check-billing of electric quantity and electricity fee for power supply enterprises, and the electric quantity and electricity fee computation module is not only the most basic and kerneled in the electric power trade system but also is the most difficult on technical treatment.In power supply system, the electric power metering modes and billing rules are very complex, and as that most of electric quantity and electricity fee computation system which have the weakness of scalability are unsuitable for various special computing of demands, because of the distribution network structure, practical demands of electric power user and legal rules of power supply etc. So this paper tries to design a computing model of electric quantity and electricity fee which suits for various ways of electricity utilization, with the features of flexible configuration and stronger scalability, it not only improves the accuracy, reliability and speed of computation, but also could offer a reference for power supply enterprises to build a reliable electric power trade system.In this paper, the problems to be solved and design goal are presented by analyzing the complexicity of elcectric quantity and electricity fee computation problems firstly; then according to the current condition of distribution network, the author presents the abstract model of distribution network and analyses its data storage structure and the procedure of design and implementation; finaly, basing on the model of distribution network, this paper analyses the data storage structure of the electricity price, kilowatt hour metre-card* power loss meter and various ways of electricity utilization, and also analyses the procedure of electric quantity and electricity fee computation which includes the power loss computation, wheeling relation process, meter's parent-child relation process, single user lift computation, allocation and computation of public power loss, and then some examples of design and implematation on algorithms are presented.
