With the development of holiday-economics of China recently, many questions such as traffic congestion, parking difficulties and overloading transport facilities have emerged during the Tourism Golden Week in our country. It is necessary for experts and administrators to resolve these problems which are tourism traffic bottle-neck and demand for tourism control. The tourism traffic including the outside scenic spots or inside scenic spots. Meanwhile, the tourism industry is not absolute smokeless industry and green industry. It also produces pollution. There are many damages of pollution to the scenic spots which are produced by the tourism traffic. The pollution arise largely from the traffic inside scenic spots, such as air pollution, noise pollution etc. All of these questions need to be analyzed and resolved in time.First, with a new perspective, the author analyzed the theoretical framework of the road traffic environmental carrying capacity inside scenic spots. The concept, characteristics, structure and function of environmental carrying capacity have been proposed in this paper. And the system of road traffic environmental carrying capacity inside scenic spots has been put forward, including traffic environmental resource carrying capacity and traffic environmental pollution carrying capacity. And that the applied field of road traffic environmental carrying capacity inside scenic spots has been discussed. The author established the evaluation index system of road traffic environmental carrying capacity inside scenic spots, including land resources environmental carrying capacity index, energy resources environmental carrying capacity index, air pollution environmental carrying capacity index and noise pollution environmental carrying capacity index etc. According to the theory above, the suitable environmental carrying capacity models of Jiuzhaigou Valley core scenic spots have been put forward, including land resources environmental carrying capacity measurement model, energy resources environmental carrying capacity measurement model, air pollution environmental carrying capacity measurement model, and noise pollution environmental carrying capacity measurement model.Then, in order to measure and evaluate the road traffic environmental carrying capacity of Jiuzhaigou Valley core scenic spots, the synthetic fuzzy evaluation model combining the analytic hierarchy process and fuzzy identification method proposed by the paper. After that, the conclusions have been drawn as follows: within the four evaluation index, the energy consumption index is the worst, reflecting the severe overloading. And the other three indexes are good, which means they meet the conditions of scenic spots. With the calculation and evaluation, we can find that the road traffic system of Jiuzhaigou Valley core scenic spots states the sustainable development. And the road traffic environmental carrying capacity is suitable.The study on the road traffic environmental carrying capacity of Jiuzhaigou Valley core scenic spots shows that the theory of road traffic environmental carrying capacity in scenic spots is scientific and utilitarian, and the results are coincident to the matter of fact. Finally, from the perspective of land occupation, energy consumption, air pollution emissions and noise pollution emissions, several control measures have been proposed to improve the Jiuzhaigou Valley road traffic environment.
