Water resources is the material basis of human being's survial and social and economic development.it is important natural resource that can't be replaced. With economic and social developmet and with municipal process quickening, people have higher demand for water quality and water quantity.But fresh water resources that can be used is limited.So scarce water resources not only restricts economic and social deveopment but also results in continuous deterioration of water enviroment.So study on the water resouces joint optimized operation of water quality and water quantity is important and has theoretical and practical meaning.In this paper, reseach situation of water resources of water quantity operation and water quality management at home and at abroad is analyzed and the shortcomings of joint optimized operation of water resouces at present are pointed out.Take the typical arid region Xinjiang Manas River downstream Moguhu reservoir for study, then builded the water resources optimized model that the water quality and water quantity jointly operation. And using Optimization Toolbox of Matlab is solving the optimized model, and concluding the joint optimized operation of water quality and water quantity at the same time in Xinjiang Manas River down Moguhu reservoir. Concrete content as follows:Firstly, this paper analyzes the effluent pollutant water irrigating on soil ecosystems, introducing pollutant water irrigating caused by the various pollutants through the food chain, eventually the pollutants accumulating in the body and poisoning to the human.Then, according to the division situation of water function district, confirm the water quality goal of the studying area. Application of "Surface Water Quality Standard (GB 3838-2002)" information establish artificial neural network model, train BP artificial neural network, the trained network can be used to evaluate the water quality.The result of evaluated the water quality is inferiorâ…¤genus in Muguhu reservoir. It is gain that reservoir water quality condition and water quality goal by evaluated the water quality of reservoir. The author analysis obtained under the different water quality goal Moguhu reservoir summer and autumn time, the winter spare time, the spring irrigation three different time intervals water environmental capacity and corresponding the reservoir Total Maximum Daily Load (TMDL). According to the fact water quality and water quality goal of error of plus or minus minimum, to established a model of joint optimized operation of water quality and water quantity, using MATLAB mathematics software optimized function"fgoalattain"to solve the optimization model. The results obtained from different levels, and meet the needs of different water quality goal under the Moguhu summer and autumn time, the winter spare time, the spring irrigation three different time intervals stores water the program of joint optimized operation of water quality and water quantity.Take Moguhu Reservoir for example, a model is builded that joint optimized operation of the water quality and water quantity based on the pollutants total quantity control.The model of joint optimized operation of the water quality and water quantity, which is take use of the existing hydraulic engineering facility, but not to increase the fund investment, through water resources management method, and to operate the different sources of water (the river water, the well and spring water, and the pollutant water ) quantity follow in Moguhu Reservoir. Moguhu Reservoir water quality is to achieve the anticipated water quality standard, however, it alleviates because the Moguhu reservoir water quality worsens which causes the ecological environment to worsen nearby the reservoir, around the reservoir biology population simplification, the reservoir the ground water water quality goes bad with the down river irrigation area ecosystem goes bad and so on.The research of water resources of water quality and water quantity joint optimized operation is an important and complicated scientific theme, and it is the combination of hydrology, water resources science, economy, ecology, environment science, profound sociology, even computer science. In future work, I will deepen the scientific comprehension of water resources of water quality and water quantity joint optimized operation, master the mutual function and coupling relation of water resources system, social economysystem and ecology environment system, consummate the model tools of water resources carrying capacity, promote scientific research to serve to the water resources management and economy social development in the basin and region.
