Water regime and water resource problems are complex in China for a long time, especially with the rapid development of industrialization and urbanization and the impact of global climate change. Shortage of water quantity and water quality are more serious, water pollution is also more serious and water ecological environment is deteriorating.In this paper, the connotation of water resources allocation is extended from the perspective of "quantity" and "quality" of water resources, and the conception of optimal allocation of water quantity and water quality is proposed, on the basis of which, the optimal allocation of regional water resources is studied.(?) First of all, theoretical analysis is proposed. Related concepts of regional water quality and quantity optimal allocation are discriminated, the necessity and scientific of water quantity and water quality allocation are demonstrated through the game theory between water main. In order to maximize the utilization efficiency of water resources, the optimization model of regional water quantity and water quality optimal allocation was put forward from the perspective of water resources life cycle, whose feasibility and effectiveness is validated to used into water quality and water quality optimal allocation. Finally, an improved MOPSO algorithm is proposed to solve the optimal allocation model of water quantity and water quality. In order to verify the superiority of the algorithm, three classical multi-objective algorithm are compared with each other from qualitative point of view. (?) Firstly, water supply and demand system of water resources is constructed and forecasted. Secondly, different scenarios are constructed by different water-saving schemes, different precipitation guarantee rates and different socio-economic development scenarios. And the water supply and demand are forecasted. On this basis, a balance analysis between supply and demand of current status level and planning level year is carried out. Finally, the available water quantity of current year and planning level year is analyzed, (?) The optimal allocation model of water quantity and water quality is constructed based on the theory of water resources life cycle. At last, an improved MOPSO algorithm is proposed and compared with the classical multi-objective algorithm. Then the algorithm design and flow analysis are carried out. (?) Taking Xuzhou City of Jiangsu Province as an example, this paper studies the application of MOPSO in water resources allocation. This optimal allocation model was used to optimize water quantity and water quality under the different scenarios of Xuzhou city in planning level years. Finally, through the balance analysis of supply and demand, target analysis and sensitivity analysis of the optimal allocation scheme, the effectiveness of water quality and water quality optimal allocation model and solution method is verified. (?) According to the serious imbalance and emergent events of supply and demand of water quantity and water qualitity in the optimized allocation results, this paper puts forward some suggestions, such as normal and emergency suggestions and corresponding safeguard measures.
