Study On Management System Of The Drivers' Safety Credit

For a long period of time, China's traffic management is controlled by the departments of public security, traffic and agriculture, which leads to a monotonous administration without the masses' participation. How to build up a road traffic safety administration system with the masses' participation and to make the traffic escape from the decentralized and single management are to be under our considerations. To resolve the problems to some extent, this paper puts forth analysis on setting up a drivers' safety credit system and creating a safety culture.By analyzing and comparing with the road traffic safety situations in other countries around the world, we discover that China's road traffic safety is currently in a critical situation and strengthened administration is urgent needed to ensure the masses' life and property safety. Road traffic system is a complicated one involving many aspects. To guarantee an orderly, safe and unimpeded traffic system, each of the traffic participants is expected to be observant of the traffic regulations. In particular, drivers, one of the essential components of road traffic safety, should pay full attention to it.In the modern commercial society, credit plays a very important role. Based on analyzing the state credit system, the paper sets forward to construct a drivers' safety credit management system as an essential proportion of the state credit system. Starting from the perspective of individuals and society, this system is to enlarge the cost of traffic unlawful behavior to impel drivers conscientiously observe traffic rules, so as to avoid traffic accidents to some extent.Laying emphasis on analyzing credit behavior economy and driving behavior mode, this paper preliminarily discusses the construction course and frame of the drivers' safety credit management system. From both micro-angle and macro-angle, the paper puts forward to construct an evaluation system for drivers' safety credit management system and demonstrates the practical applications of the system and its great significance and impact on road traffic safety.People are complex and belong to the society. No matter how good the system design is, if nobody supports it, it would be the castle in the air. People must observe any sort of traffic regulations. The most basic one lies in raising the consciousness of the road traffic safety, only by which people can spontaneously have the civilized and safe driving. The way of raising the consciousness of traffic safety is to construct the safety culture, and make everybody understand the safety and teach safety culture through various kinds of ways, only by which the present situation of uncivilized and illegal driving behaviors can be thoroughly reversed.A good and suitable system complements the widespread and thorough culture. We believe that China's road traffic management can truly realize the goal of "orderly, safe and unimpeded" in the near future.
