With the development platform of Microsoft Visual Basic 6.0, an evaluation system of construction cost for the medium-and-small-scale water resources projects of the north areas of Jiangsu Province is developed in this thesis. Adopting the OO (Object Oriented) programming method, the system realized the integration of the software such as Visual Basic 6.0, FORTRAN, Microsoft Excel, Microsoft Access, etc. Through man-machine conversations, calculations and producing tables and so on all can be automatically done. The system includes such four modules as Neural Networks (NN), Regression Analysis, Engineering Summary, and Economic Analysis.The system adopts the relevant database for the storage and management of the attribute-data of structures, and it makes the most use of the function of database in storing and analyzing data to automatically organize files needed in quantities calculation. Quantities are calculated by NN. When in engineering evaluation, the system makes the most of the powerful table disposal function of Excel to create engineering evaluation table automatically.The programming methods, system structures, developing processes of every part are elaborated in the paper. Taking several structures for example, the running results shows that the system can be easily operated, has friendly interface and fast running speed. As a result, the speed of compilation is greatly improved and a great quantity of time is saved. Therefore, the system has a preferable practicability.
