| Although it has been reformed several times, there are still many deficiencies in Chinese river maritime safety administration system, especially in its function configuration, framework and working mechanism. As to its function configuration, the maritime safety administration system is not fit for the need for unifying law and reign, clearing responsibility of administration body, developing shipping economy, as well as the need for modern administration. While for its framework, there are many troubles in the current maritime safety administration system such as overstaffed and function-crossed. To its working mechanism, the troubles are non-uniform of administration requirements which to some extent destroys impartiality of shipping market, outrémanagement which leads to low efficiency, straitlaced management which is not fit for the development need for diversification of shipping economy, outdated management ways which are not due to developing tendency of Information platform.On the international majority country maritime affair management adopts is the centralized management pattern, namely the corresponding maritime affair management structure centralism exercises the aquatic security authority, and even aquatic environment protection and resources development protection power. On the international most national procedure brought for our country maritime affair management has been authorized the aquatic security authority some organization centralism to exercise, construction conformity enlightenment and soon aquatic safety control service platform.Based on above analysis, the following suggestions are provided: set up uniform maritime safety administration to make law enforcement on waters; socializing the administration on ships survey and seafarers training; set up the consolidated configuration mode with function system and matrix system; balancing the rights handling and optimizing working procedure, taking full consideration on need of parties of being administrated.
