| Chongqing Maritime Safety Administration is the administrative authority responsible for water safety supervision,ship pollution prevention and control,and water life rescue in Chongqing section of the Yangtze River.In order to give full play to its maritime supervision responsibilities,the state has invested a large amount of funds in the construction of Chongqing maritime capital construction project since the 13 th Five-Year Plan.With the gradual improvement of maritime infrastructure,the water safety supervision capability and emergency quick response capability of the Chongqing section of the Yangtze River have been significantly improved.The 14 th Five-Year Plan period is a crucial period for China to march from a moderately prosperous society in all respects to the basic realization of socialist modernization.It is also the beginning period for China to move from a transportation power to a transportation power.With the development of the Yangtze River economic belt,shipping along the Yangtze River will be further revitalized and the basis of maritime supervision will be further improved.However,Chongqing Maritime Safety Administration still adopts the traditional management mode of infrastructure and equipment department in its capital construction.In recent years,problems such as fewer professional managers,weak engineering technology,cost and cycle management have been exposed,which urgently need to strengthen the research and practical exploration in this field.This article first through learning and query a large number of domestic and foreign literature,introduced and maritime system of government investment projects management mode at home and abroad research results,this paper introduces the differences between various management modes,foreign public project management program mode and the use of domestic agent pattern,found acting system application development has been remarkably mature in our country,has been used in a number of provinces and cities in the multiple projects,has been proved its scientific nature and applicability.Secondly,this paper analyzes and studies the current situation of capital construction management and the existing management mode of Chongqing Maritime Safety Administration,summarizes the problems existing in the management mode,expounds the problems exposed in the management mode,and makes a deep analysis of the problems.Then,through case analysis,this paper expounds the agent construction system model,the achievements that can be achieved in the capital construction of Chongqing Maritime Safety Administration,and analyzes its advantages compared with the traditional management model.Thirdly,Chongqing Maritime Safety Administration conducts a discrimination on the risk sources that may be encountered during the implementation of agent construction system.According to the management process mode of agent construction,it designs the management process of agent construction,establishes the performance assessment procedure of agent construction,and evaluates the advantages and disadvantages of agent construction project mode through quantitative assessment.Finally,based on the actual situation,this paper analyzes the necessity and feasibility of agent construction system in Chongqing Maritime Safety Administration,and concludes that it is necessary and feasible to introduce agent construction system into Chongqing Maritime Safety Administration.Agent as a kind of national and provincial and city governments should introduce the project management mode,can change the existing maritime bureau of Chongqing basic construction the management pattern of all sorts of malpractices,improve project management level,so as to enhance the level of Chongqing maritime bureau,infrastructure construction,provides the high quality for the maritime bureau of Chongqing business level foundation support. |
